Can't change icons on gnome panel icons

Bug Description

When I try to change an icon for a gnome panel icon I can't browse to any new
icon sets, as png files etc are greyed out and I can't select them.

If I manually enter the address of the folder at the 'browse icons' screen it
changes the icons there and I can choose one that way.
