Files view should show/sort directories before files

Bug Description
It is pretty difficult to see the difference between files and directories, as these are mixed up.
Suggest to sort directories before files. I'd really love if loggerhead also made more use of Tango icons (probably should file another bugreport for that).

It is far easier to determine the directories using the viewvc layout IMO.

I think this is a sensible UI change - many UI's show directories before files, and as any sort order in this view is arbitrary we could definitely keep the old sort as an option if this is a contentious change.
+1 from me on just changing it though.
