Tool bar malfunctions when it's pulled to the right side.

Bug Description

1. Left press down the mouse on the blank area of the tool bar and pull it to the rifht side.
2. Click System on it.

The system menu doesn't pop up as expected but a help center does.

confirming, this happens apparently due to the 480px screen height, there are more launcher than fit on the screen, the menu applet overlaps with the three default launchers (help, firefox nd thunderbird), the (invisible) firefox launcher grabs every click that should go to the system menu, so the menu never opens but FF starts for each click.

there is different issues there, most are known gnome-panel bugs

- having a way to lock the gnome-panel position would be useful, that's bug #83286
- having an easy way to open the context menu when there is no available space would be nice too, there is some bugs about that already but I don't find the number right now
- the menu should not be displayed over the launcher, that seems to be a new bug, handling the case where there is too many items to display is not easy though

it's not likely that upstream will work on any of those soon, it might be possible to lock the gnome-panel position using a mandatory gconf setting though, would that be a good workaround there?

there is no way to lock it on teh topside, the only option the software offers atm is to lock all panels completely, if that is what you want i can enable it in the next build.

there is a cleaner patch in bug 250862 that waits for being added as a stable release update (SRU) to the distro after some small modification, this should solve teh issue in a more elegant way.
