This is because he had ended up in the update-manager context. It should be possible to nominate a bug to an Ubuntu release, even if you're not in the bug's Ubuntu context. Having things depend on context like this leads to confusion.

First of all, it's not totally broken. You can still nominate the bug
for a release, in the same way you've always nominated bugs. It has been
like this ever since we introduced nominations. This is not a
regression, we haven't changed anything here. If you are at this URL,
you should be able to nominate the bug for an Ubuntu release:

   https://launchpad.net/ubuntu/+source/amavisd-new/+bug/226891

That said, I'm not going to mark this bug as invalid, since there is
clearly an issue here. Whether you can nominate something for a release
shouldn't depend in which context you'r in. If you go to
https://launchpad.net/bugs/226891, you should be able to nominate it for
an Ubuntu release, no matter in which context you'll get redirected to.

OK. That worked. You are correct. This is just another artifact of
Launchpad being pretty conceptually broken from a distro perspective.

It's not clear to me how I get out of a distro context (thanks for the
great U/I). It really shouldn't exist. For amavisd-new, the distro
context is the only one that's valid.

This is a similar problem to bug 244998 (but not a duplicate).

A possible solution would be to repeat the nomination link for every row in the bug task table, though that may be hard to do with the limited space we have.

I looked at a patch from Loïc Minier <email address hidden> to achieve this. (http://bugs.debian.org/cgi-bin/bugreport.cgi?msg=20;bug=324111)
