Remove favorite is not functioning as expected

Summary:
The Remove favorite link is placed amongst other icons that launch other windows when clicked. The Remove favorite icon seems to only function as a drag and drop delete. I recommend we move the Remove favorite icon to the lower corner or change it's appearance so it is different from the other icons that are clickable.
Steps to Reproduce:
1) Select Favorites tab
2) Click Remove favorite
3) Use Tab and -> to highlight a favorite icon
4) Click Remove favorite
Expected result:
2) Dialogue opens to allow selection of favorite, or icon changes to an X then clicking on favorite removes it.
4) Highlighted favorite is deleted
Actual result:
Remove favorite is a drag and drop location only, but looks like a clickable link.
