*.zip modules - process.zip not visible until installed

Bug Description
Before Stephane's fixes in the last 2 days, modules were not visible in *.zip form. Now they are - but not quite all the time!
If you create a new database then look in the Uninstalled Modules, you'll see no *.zip files. If you then install the process module, all of the *.zip files become visible. That's fine (although I don't think that was necessarily intended).
But if the process module is actually 'process.zip' rather than unzipped in the process directory you can't see it to install it. So you can import it or (I suppose) have it ready unzipped, either way will make it visible. 'process.zip' should be visible even if you only have the base module installed.
This is a 'bootstrap' issue.
