.po file loaded in base but not loaded correctly in trunk

Bug Description

If I create a new database with minimal profile, the module base isn't translate in langage of user. If install an other module, this module is loaded with the good langage.
So, I've got import the .po file in base module and after, it's ok.

I re-open this bug, because i'm affected on trunk (server: r1469, client: r827, addons: r2045).

Steps to reproduce the problem:
- Create a new database (gtk client) and choose a language different from English (ex: French)

The server don't load translation for base module. Other module (ex: `base_setup' with Minimal Profile) aren't affected as the log say:
[Mon Dec 22 09:53:34 2008] INFO:init:module base_setup: loading translation file for language fr_FR

I'm investigating.... From where I am now, trans_load_data() [server/tools/translate.py] are not called for `base' module. I will let you now when I have a patch / solution ready.
