Indicator applet should be on default panel

Bug Description

Binary package hint: gnome-panel

With the new notifications not having actions, it is important that users have some way to respond to the messages that are being shown to them in the notifications. The best way to do that is the indicator-applet, so it should be in the gnome-panel by default.

  * debian/control.in:
    - recommends indicator-applet rather than depends on it, it's in the default
      layout and should be installed but is not required to run gnome-panel

  * 04_default_panel_config.patch: Modified to add in the indicator
    applet to the default configuration. (LP: #331820)
  * debian/control[.in]: Modified to make indicator-applet get installed
    at the same time as the panel.
