Bug Description

Binary package hint: update-manager

When you have Add/Remove Applications, Synaptic, or a similar tool open, Update Manager should not automatically open to show available updates. It should wait until those programs are closed.

This can be implemented by taking note of any apt/dpkg lock.

This is part of the changes necessary for the new notification system <https://wiki.ubuntu.com/NotifyOSD#Update%20Manager>.
