ubiquity 1.11.18 misbuilt on lpia

Bug Description

Binary package hint: ubiquity

When building on lpia, ubiquity 1.11.18 did not get ${shlibs:Depends} dependencies inclusion (dpkg-gencontrol: warning: unknown substitution variable ${shlibs:Depends}). As a result, installation as part of an image does not cause installation of libdebian-installer4, which causes user-setup-apply as run by casper to crash immediately before adding the user to the default groups, which causes the user not to be able to run sudo, which causes install to fail.

A local rebuild did not expose this issue, which implies that it ought be solved by rebuild of ubiquity without source modification.

Later versions are OK; I checked 1.11.20 and it has the shlibdeps again.
