cant load standard verb file

Bug Description

When i try to load the standard verb file it tells me that there is a error with a verb and that i should check the edit dialog. sad that this is unusable :-(
i use kubuntu dapper latest update from today with the german language.

so now its on needs more info. what do you need? perhaps its a more general problem in my system, because i get such problems quite often.
another example is this file:
http://www.fryx.ch/Asraniel/schule/RandomTable.java
here i cant get the é or è in the comment directly at the beginning of the file (you can see a "big" comment block), if i open it with kate.

Is there a chance that this is a locales problem since it sounds like you are having it in multiple areas? What locales are you currently using? Thank you.

there is a very good chance for that, im even almost sure its that problem. but i have no idea how to change locales etc.
its a standard installation and the only thing i did was chosing switzerland/german during the install.

i would be happy for any advice! thank you
