init script should declare dependency on mountkernfs

Bug Description

Binary package hint: kvm

/etc/init.d/kvm needs /proc; I think the LSB headers in the init script should declare Required-Start: mountkernfs.

(Discovered using '/usr/share/insserv/check-initd-order -g | dotty -Tpdf > init.pdf'.)
