libmesh0.6.3 not installable due to missing libpetsc2.3.3, and FTBFS against newer petsc

Bug Description

libmesh0.6.3:
 Depends: libpetsc2.3.3 but it is not installable
 Depends: libscotch-5.0.6 but it is not installable

I've tried rebuilding this against the latest petsc, but it FTBFS:

  * petsc3.patch: From upstream, fix building with libpetsc3.0.0-dev
  * debian/control: Build against petsc3, fixing uninstallability
