battery status wrong after suspend

Bug Description
The battery status is not updated in hal after suspend. The battery is reported as absent if plugged during suspend.
Steps to reproduce:
Step 1: Put the laptop (in my case a IBM T43 1871-W34) on AC power and remove the
battery.
Step 2: Put the laptop into suspend mode.
Step 3: Insert the battery and remove the AC power cable.
Step 4: Bring the laptop back to active status.
This may be related to bug #23744. However, I clearly located that my issue comes from hal because /proc/acpi/battery is always correct, not like hal.
