This crash is reproducible when policykit is not installed. This dependency must have been lost when the KDE policykit client moved from policykit-kde to kdebase-workspace-bin. As a result nothing in Kubuntu depends on it, and it is not brought into the Live CD by default. I have committed a fix to bzr which adds policykit as a binary dependency of kdebase-workspace-bin.

This same crash happens to me everytime when I go System setting->Region and Language.

That's an unrelated crash. Fortunately KDE released a patch for the Region and Language crash which will be appearing in today's updates.
