translation export error

Bug Description
1) Create new database
2) Install new language (my case is Russian)
3) Remove some standard translated item, for instance, a menu item
4) Administration -> translations -> import/export -> Export a Translation File. Choose not English and export crashes.
A possible patch is attached.
The problem occurs because table 'ir_model_data' contains removed records. I don't understand why it does, may be it is also a bug.
