No tooltips on nm-applet if not already connected to a network

Bug Description

When you first log in, and mouse-over the nm-applet (don't click), it doesn't
show any tooltips.

The similarly if you're trying to connect to an other network. there are no
tooltips.

It would be ideal it nm applet says "connection available" in the first case
and "trying to connect to xxxx network" in the second one

I can confirm it using Ubuntu 9.10 and nm-applet version 0.7.996

It is especially annoying in a situation like this:
I often can chose between several wireless networks, of which one automatically is chosen.
If I manually switch to another, it sometimes fails to connect and then reconnects to the previous one.

Now since there is no mouse-over message, I cannot tell which network nm tries to connect to. Neither can I tell, whether the connection fails due to a low signal or at a later stage (like waiting for an ip-address).

Thank you for bringing this bug to our attention. However, a paper cut should be a small usability issue , in the default Ubuntu 9.10 install , that affects many people and is quick and easy to fix. So this bug can't be addressed as part of the project.

this is not a papercut rather a feature request

The network menu is now part of the Ubuntu menu bar, which by design does not have tooltips.

Feel free to report bugs on specific *problems* that a tooltip would have been a possible solution to -- for example, showing which network Ubuntu is trying to connect to during the connection process -- so that we can consider an alternative solution. Thanks.
