Bug Description

I'm not sure if this is an Ubuntu bug or if it is upstream so I will report it here (as I did not see anything related to it already).

When the gstreamer0.10-gl package is installed, there is no way to select OpenGL output in the gstreamer-properties dialog.

I am able to select X11 and Xv as usual, but no OpenGL output.

GL Output can be enabled by selecting custom and inputing "glimagesink" however, there are no cues to the user to do so.

I can confirm this... but as glimagesink isn't supported yet and won't work very good on linux anyway I don't think this is very important right now.
You'll get better results with xv

Absolutely; I was actually going to file a report about the poor performance of glimagesink but then I realized its a very well-known issue.

I was just hoping to get smooth, gstreamer-enabled playback under XGL.

Thanks for responding so quickly.

You may be better off checking to see whether you can get XGL to accelerate xv using pbuffers or fbo. See http://en.opensuse.org/Xgl_Troubleshooting
