Upgrade from 9.04 to 9.10 does not upgrade panel

Bug Description

When using update-manager to upgrade a 9.04 NBR version to 9.10, the panel is not properly updated: the "user-switcher" icon is missing, as well as the notification icon. All I have on the right side is: clock+volume+battery+bluetooth+Network Manager.

If I press the power button, I can only shutdown, I can't unlog and log in with a different user. Basically, I'm stuck with the default autologin user.

Also, it's impossible to customize this panel, so that's quite a serious problem even for a regular user of Ubuntu.

I remember that for a previous version upgrade, the user was asked if he wanted to reconfigure his panel to include the new changes. That would be welcome here too, or at least the inclusion of the user switcher + notification icon would be nice.

Thanks for taking the time to report this bug and help make Ubuntu better. This problem has already been reported in bug #461115 - please refer to that bug for all future updates. Also, please note that you can add the indicator-applet-session back to the panel by right clicking on one of the applets there and selecting to unlock it. Then right click it again and move it over to the left. This should free up some space on the panel where you can right click and add the applet. The problem here is that there is no blank space on the panel for you to easily add applets to it any other way. Thanks!
