Bug Description
Hi,
To ease compilation DigiKam is shiped with a copy of liblqr for the liquid rescale tool. As most Linux distributions have packages for liblqr, this library may be removed from DigiKam source code in the future.
It would be nice to put liblqr in main so that DigiKam ubuntu package can depend on it.

- Remove liblqr-1-0-dev from build-deps, not in main

I would like to officially request a main inclusion of Liquid Rescale library (liblqr).
Digikam (in main) depends on it, but in case that we do not build it in, it uses own copy of liblqr source which is available in digikam source package. We should rather switch to using liblqr package which is in our archives.

Note: I will also talk with digikam upstream developers to drop this source from digikam package in future version, as the library is now available for some time and there is no need to include it.
