Eucalytus-cc motd announces the wrong url for the CLC

Bug Description

If CC and CLC are on 2 different servers, the CC's motd says that the CLC http interface can be accessed at the CC ip address, which is wrong. It should pull the correct IP from the eucalyptus configuration file or not display this line.
