Bug Description

Binary package hint: cloud-init

Hi,

Keeping around an ec2-init source package just to build an ec2-init
transitional package is wasteful.

cloud-init should build an empty binary package called ec2-init that is the
transitional package.

Marking high priority as ec2-init is currently un-installable in lucid as it is
a version lower than cloud-init conflicts with.

Adding the transitional package is easy enough, but unfortunately it breaks the build.

This package uses DEB_PYTHON_SYSTEM=pycentral, and no cloud-init.install file. Thus, when the transitional binary package was added, cloud-init was basically empty.

I spent a couple of hours wrestling with this, and couldn't bend it to my will. Sorry, Scott.

James, could you take a look at this perhaps?
