Default Keyboard origin not correct

Bug Description

Binary package hint: debian-installer

When installing ubuntu to test the lucid alpha 3, the default keyboard origin is set to USA. I selected Nederlands (dutch) as my language and selected België (Belgium) as my country. http://testcases.qa.ubuntu.com/Install/AlternateManual (step 4) states that "the default for your language and country should already be selected". The default should be "België" and not "USA"

This was deliberately set by a Dutch developer, with this changelog entry:

  * Change default keyboard layout for Netherlands (NL) to us as the Dutch
    keyboard layout is only rarely used. This is in line with the existing
    default in console-data.

I am reluctant to change it without clear consensus.

(The developer in question was Frans Pop, and the version was console-setup 1.31.)

In the Netherlands the qwerty layout is used. In Belgium the azerty layout is the default layout. see http://en.wikipedia.org/wiki/AZERTY, so it would be best to select based on country. belgium should default to the azerty layout. A qwerty layout is only rarely used in Belgium.

I looked at the source code of console-setup-1.34ubuntu10. in config.proto i found for the default layout for belgium:

  *_BE*)
 default_layout=be # Belgium
 ;;

and for the Netherlands:

# According to https://launchpad.net/bugs/129982, Dutch users prefer the US
# keymap.
    *_NL*)
 default_layout=us # Netherlands
 default_variant=intl # International (with dead keys)
 ;;

So what went wrong during my installation? I'll do some more testing when the beta1 comes out.
