backup_database and 'Save and Close' .tar.gz the dump, when they should not

Bug Description
The aforementioned scripts run the output mysql dump through tar, which tarballs the file and gzips it, except phpmyadmin doesn't support that sort of compression.
The file should just be gzipped!
