UVF Exception request for cdbs 0.4.46

In /usr/share/cdbs/1/class/python-distutils.mk, cdbs only calls dh_pycentral/dh_pysupport for the first listed package. This is fixed in cdbs 0.4.45 in Debian.

This changelog doesn't appear to have anywhere near approaching all (in fact, ANY) of the Ubuntu changes merged in.

Merge this package, don't request a sync!

This was *meant* to be a UVF exception request, which I didn't make clear, and I had merged & tested it locally.
