Restrictions on milestone editing should be dropped

Bug Description

We currently have a somewhat restrictive setting on who can edit milestones on bugs. sabdfl has asked that we remove this restriction when release management lands, so that any logged-in user can edit milestones.

It's interesting that anyone should be allowed to change the milestone for a bug, but not allowed to change its Importance value. Is that because milestone is a less tempting knob to twiddle?

It's because milestones come and go, but the importance stays around
forever :-). In other words, if someone cares enough about a bug that
they put it on a milestone, that's great. It's like a catchall sump,
with minimal permissioning or red tape.

The real commitments are:

 - release targeting, because this defines the set of bugs that we care
about for:
   (1) the initial release
   (2) update packages and
   (3) subsequent point releases

 - bug importance, partly because it helps inform release targeting, but
more because it helps identify the focus of daily work.

The design explicitly has the idea of two separate "canned tags", one of
which has heavyweight processes (release management), and one which has
lightweight processes. Projects will tend to gravitate to the use of
those in ways that suit their workflow.
