Default timezone for the country 'PT' is wrong, should be 'Europe/Lisbon'

Bug Description

The correct default timezone for Portugal is Europe/Lisbon, it's the mainline timezone unlike the Azores Islands timezone which is currently set.

This has been fixed in Maverick via upstream, and should just require backporting to the instance running on geoip.ubuntu.com. I've filed a sysadmin ticket for this. For Canonical-internal tracking purposes, the ticket number is RT#41904.
