Koffice and K3b translations are not imported into Rosetta

Bug Description

Koffice and k3b translations are in universe while the binaries are in main and thus, we are not importing their translations into Rosetta.

We need to do:

 - Promote their sourcepackages to main and do a new upload to give translations to Rosetta.
 - Update Rosetta code to link Koffice and k3b language packs with their binaries so the imports can be done automatically.

As talked with Martin Pitt, the solution is promote koffice-l10n source package to main and leave the binaries in universe, that will provide with translations to Rosetta and the empty .deb packages will remain in Universe.

This will require a new upload of the package to upload the translations into Rosetta.

Package was promoted, now it needs seeding (I can't connect to bazaar.lp.n ATM) and a no-change upload for rebuild.
