Bug listing heat is different to "in bug" heat?

Bug Description

Description of the problem:
When doing a listing one of the bugs shows an icon with all the flames lit but when the bug is clicked on none of the flames are lit.

Steps to reproduce:
1. Visit https://bugs.launchpad.net/ubuntu/+source/realplay .
Note how bug 374809 has four flames lit under its heat.
2. Click on real player freezes often.
Note the heat icon at the top right.

Expected results:
Same icon as at step 1.

Actual result:
Different (but more correct?) icon showing all grey flames.

How reproducible is the problem?
The problem occurs every time.

Additional information:
The bug only has a heat of 6.

We just got a dupe against this, reminding me of the problem. This happens because the icons use the distro context for the bug page since that was considered the more relevant context for heat. So the bug is not hot in the context of the distro, but hot in the context of the package itself. This is horrible and confusing, obviously. And people have no way to work this out themselves.

The simplest way to fix this is to make heat icons context-specific and list them somehow in the bugtask table, with different sets of icons for different contexts. Or to always show the icons based on the current context of the bug.

Alternatively, you could simply remove the heat from the bug list, or perhaps show both, superimposed. (Yellow flames = heat in package, red flames = heat in distro.)

So the /value/ for bug heat is constant, the number of flames isn't. We are removing the flames for performance reasons, which will address this UI issue.
