Bug Description

Description of the problem:
Each day I visit https://bugs.launchpad.net/ubuntu/+bugs?field.searchtext=&orderby=-datecreated keeping an eye for new bugs that I may be able to add a small comment on.

Each day more "xyz-package: merge new debian version" bugs appear making it harder to find real bugs to contribute something to.

Each day I keep thinking "I should file a bug report/feature request on this"

Steps to reproduce:
1. Visit https://bugs.launchpad.net/ubuntu/+bugs?field.searchtext=&orderby=-datecreated

Expected results:
To be only shown bug reports from regular users, probably by being able to filter the merge new package reports (e.g. by putting -merge in the search box).

Actual results:
Developer reports about merging new packages swap regular reports and cannot be (easily?) filtered out.

Being able to search for phrases, and exclude terms, is part of https://wiki.launchpad.canonical.com/MaloneSearch. This would let you include -"merge new debian version" in your search.

-merge as a search string will exclude the word merge from your search. This isn't /exactly/ what the bug report asks for, but the core is certainly done, and we have no facility for, nor short term plans to add, phrase based search (and thats a separate bug because this one is about excluding stuff)
