Bug Description

In the GNOME desktop case, if we turn off duplicate menus and the user hasn't added the applet to the panel they get no menus at all. We need to have a fallback when there is no interest from indicator-applet-appmenu.

The app should certainly be able to detect if there is a rendering
client on the bus, and fall back if there isn't.
