cloud-init sources.list should contain multiverse and backports lines

Binary package hint: cloud-init
On a normal install from media, /etc/apt/
## N.B. software from this repository is ENTIRELY UNSUPPORTED by the Ubuntu
## team, and may not be under a free licence. Please satisfy yourself as to

## multiverse WILL NOT receive any review or updates from the Ubuntu

Nothing like this is written by the template file in cloud-init. I think it would be useful to have the lines there so that users could easily comment them out. This also goes for backports and partner.
