"Reinstall Previous Purchases" does nothing if there are none

Bug Description

Binary package hint: software-center

software-center trunk r1116, Ubuntu Maverick

1. Without ever having purchased software from USC, choose "File" > "Reinstall Previous Purchases".

What happens: Nothing.
What should happen: The "Previous Purchases" screen appears just as it would if you had previous purchases, except that the list is empty.

Tested in 5.4.1.2, this is fixed: the "Previous Purchases" screen appears as it should. I've reported bug 1091323 on making it more useful in the empty state.
