Bug Description
pandora-plugin should look for a file: docs/index.rst in each plugin base dir. If it is there, it should make a symlink in docs/plugins to the plugin docs dir. Once it has collected the list of plugins with documentation, it should create a file in docs/plugins, list.rst, that should contain an entry for each plugin dir symlink.
