ubiquity does not work with kernels that have swapping disabled

Bug Description

Binary package hint: ubiquity

/usr/share/ubiquity/plugininstall.py looks for /proc/swap and fails if a user uses a custom kernel that has no swapping enabled (i.e. on some custom arm bioards people use such a setup, which is admittedly a corner case but can happen)

the function should properly return None if /proc/swap does not exist.
