Unhelpful error when reporting bug with non-existent package entered and "I don't know" chosen

Bug Description

1. Go to <https://staging.launchpad.net/distros/ubuntu/+filebug>.
2. In the package field, enter a package name that doesn't exist.
3. Click "I don't know".
4. Enter dummy text in the Summary and description fields.
5. Click "Submit Bug Report".

What happens: The page returns with an error "Please fix the problems below and try again", but there are no problems listed below.

What should happen: The page contains a useful error message. Such a message appears when the radio button next to the package field was selected, but not when "I don't know" was selected.

This is the sequel to bug 41399.
