there should be a way to mark an iso test as failed even without a bug

Bug Description
we just had the case with the iso tracker that we could not release an alpha image for our architecture because the time constraints werent met anymore.
the fix for the blocking bug was uploaded immediately when the bug was found but time to re-spin an image was not there anymore.
while trying to mark the test as failed but leave a note in the comments field it was not possible to do so because the tracker does not allow to mark tests failed without a bug number entry.
it would be helpful to have a button that can override this behavior (i understand this is a corner case, but it forced us to log a pointless bug in the bug tracker in the end)

This was done by design and while there are indeed corner cases where forcing an entry without a bug would be useful, we preferred to consistently enforce this rule.
Things you could do though:
- Invalidate the image even though it doesn't have a failed result (yeah, I know sub-optimal)
- Use the API to log a result without a bug (as the API is the only case where you can actually do it, used by automated testing)
- Ask an admin to enter an entry without a bug for you (as we can bypass the test)
