[MIR] please include libqtgconf in natty main

Bug Description

libqtgconf is required by unity-2d which is supposed to become the default UI on the armel images in Ubuntu natty.
(the MIR bug for unity-2d is bug #708649)

The library is the QT equivalent to the similar named gtk version, it is used to access the gconf database from QT applications.

The package is packaged according to Ubuntu library standards, has no security records and is not in debian.
Package maintenance is done by the ubuntu-arm team, upstream development is done by the unity-2d team.

As a library, this needs a .symbols file (or strict use of dh_makeshlibs -V).

I'd like to see a bug subscriber too, though that's optional. The watch file indicates upstream plans to release actual tarballs eventually? Good.

What's the libqtgconf package that libqtgconf1 Replaces?
