For me this happened after upgrading to 11.03.27+repack-0ubuntu1. I had an orange appindicator icon, so I clicked it and my location was not present. I chose my location and clicked 'Apply' and this bug happened.

    themes. Add Depends on gnome-icon-theme and xdg-utils.
