docs: --fixed_range is used even for FlatDHCPManager

Bug Description
In the docs I could find about setting up networking, I didn't find any reference to the importance of setting fixed_range with FlatDHCPManager.
However, it is used to set up NAT rules. It defaults to 10.0.0.0, so if you're using the normal config you don't see it.
However, it must be set if you're not using 10.0.0.0, otherwise guests can't reach the outside world!
