Messages for win condition "Territorial Lord" is not translated, even though translations exist

Bug Description
I played a game with win condition "Territorial Lord" and noticed the message I receive that I own more than half of the map is not translated. Just to check, I switched to German and played another game since that should be 100% translated. Same result. The first message containing a description of the win condition is translated, but all later messages appear in their original form.

are not translated, even though translations exists. The "you have won" message is not translated either.
