Careful publishing approach doesn't work

Bug Description

Careful publishing was designed to rebuild the target archive from scratch, re-considering all records ever publishing for a given context.

However, it has been shown to be an impossible approach, since the amount of date in question is huge.

In dogfood environment, a careful run takes 63 hours to complete around 70 % of the task . At this point it consumed all the 3 GB memory available and is killed with MemoryError.

Considering that RELEASE pocket of released distroreleases are also not considered in 'careful published', this feature doesn't really perform anything useful.
