Bug Description

When a user's (institution-defined) theme is different to the site default theme, and the user's theme tries to override the no_userphoto.png image for people with no profile image, the site theme image is displayed instead of the user theme's image.

    Allow current theme to override default profile image (bug #803726)

    In thumb.php, display the no_userphoto.png image from the current theme
    instead of the site theme.
