person picker widget doesn't show link to unassign myself

Bug Description
Steps to reproduce:
1. Logged in with an unprivileged user with no team membership (e.g. ~dm-lptest)
2. Open https:/
3. Click the assigned to edit button.
4. Click the Assign to me link.
5. Click the assigned to edit button again.
What happens:
There's no link in the overlay to unassign myself. See no-link-

I noticed that this issue also occurs when assigning someone else to a bug ie don't use the Assign Me link but use the picker to search for and select someone. When the picker is re-opened, you would expect to see both "Remove Assignee" and "Assign Me" links but they are not there. Performing a page refresh and opening the picker puts the links there.
