Public and semi-secret polls claims you need to enter a vote key

Bug Description

If a poll is public or semi-secret you don't need a vote key, but Launchpad claims you'll need to enter it.
"You have voted in this poll. Launchpad can display your vote once you have entered your vote key."

This only happens right after you voted, because the vote is processed after the template checks if the user has already voted.

Ignore the double posting. This was me being stupid while using the email interface.

The first post was an unsigned email and the second a signed one.

After receiving both notifications I realized: a) comment only email don't need to be signed b) I wasn't issuing a command in the first place.
