Add Support for alternative s3 servicepoints

Bug Description

Please add support for alternative servicepoints for the s3 backend. Either by dropdownlist or by simply add a field to edit the
url of the servicepoint.
That also providers like Hosteurope (http://www.hosteurope.de/produkte/Cloud-Storage) can be used.

This is not a duplikate. The regional setting in the other one means only the entry point of s3.amazonas.com. This one means an alternative to s3.amazonaws.com. As the initial post pointed to like cs.hosteurope.de.

Support for specifying a custom s3 hostname to connect to has been proposed in the following branch:

It should be definitely URL text input, not dropdown list. There is a lot of S3-compatible service. Other providers of such services are created constantly, it is available free and open source (or inexpensive) software is offering.

Support of a custom s3 endpoint (ceph radosgw) via deja-dup in order to make on premises backup would be a reason to start using it.

Support for S3 has been removed, per our cloud policy that prefers consumer oriented cloud services.
