milestone views in beta have unclickable tabs

Bug Description

When viewing a milestone page like
https://beta.launchpad.net/malone/+milestone/1.0
the tabs for other applications (Code, Bugs, etc) aren't available. At least Blueprints should be available, because blueprints can also be targeted to milestones.

(This bug report previously also included the unavailable tabs *looking* available; that is now bug 83994.)

This is a general thing, across all pages which don't have active links to other applications. There should be some distinction between existent and non-existent tab links.

Greying out the tab text, and ensuring that they don't prelight on mouse over would probably work well (assuming we're displaying the tabs unconditionally).

wait wait wait, why on earth would you not want to allow traversing from milestone pages to bugs/code/etc?

As radix says, not allowing them to be clicked would be very inconsistent with other pages.
