Should be possible to deactivate poll options

Bug Description
We have the "active" flag on a poll option, but there is no way to deactivate a poll option.

Please reset the title and description. The deactivation should be
possible only when you can also edit the poll options. Once a poll has
started you don't want to deactivate options at all!
