I synced this into Ubuntu oneiric (on dogfood) using the ubuntu.

<bigjools> yeah that's the default
<cjwatson> is it also the default for packages in Debian contrib/non-free?
<bigjools> it applies the same defaults as for regular uploads
<bigjools> that one goes to multiverse I think?

I overrode this to restricted in the +queue UI as a test, and this seems to have worked fine; but it's important that the defaults are correct, otherwise we're going to end up with lots of non-licence- compliant stuff in universe by accident.
