I can target bugs to distros that do not use Launchpad

Bug Description
When retargeting a bug, or reporting that one affects a distro, I am presented with a list of every registered distro. I can pick any one regardless of the fact that only 12 distros use Lp to manage bugs. I learn after I think I complete my task that that the distro does not use Lp.
Lp should not suggest that I can target a bug to a distro that does not use Lp.
